So I have a 2000 Freightliner isx15 engine. Clutch fan is staying engaged at all times. Engine off fan will not turn. Bypassed the solenoid connecting air line to clutch fan directly and still doesn’t turn. Any suggestions on what could be wrong? Any possibility besides a seized clutch fan? No air can be heard leaking
